The Kremlin’s posture has taken a particularly aggressive turn in recent days, with terrorist-style missile attacks on Ukrainian cities — a blatant insult to anyone still hoping for a just move toward peace from Putin. These strikes are purposefully designed to maximize civilian casualties[1]. On April 13, a key religious holiday for Orthodox Christians — Palm Sunday, which the Kremlin cynically claims to honor as part of its performative religiosity — Russia launched a missile attack on the city center of Sumy, killing over 30 civilians, including two children[2]. Video footage confirms the use of a ballistic missile with shrapnel payload, a weapon also used in the March strike on Kryvyi Rih, which killed 21 people, nine of them children[3]. Independent military experts have pointed out that both attacks were militarily meaningless.
On the same day, Russian Ambassador to the UK Andrei Kelin told[4] the BBC that Moscow had no intention of backing down: “America knows our position very well. We do not want a ceasefire just to make a nice gesture… We want a full-scale solution, once and for all.” The implication was clear: Russia seeks not only the surrender of Ukraine but of the entire democratic world.
Putin’s commitment to stalling negotiations was also reflected in his April 11 meeting with Steve Witkoff in St. Petersburg. The meeting ended without any meaningful public statements or outcomes. Beforehand, Kremlin spokesman Dmitry Peskov emphasized[5] that the goal was merely to “convey Russia’s key positions and concerns,” and noted that Putin would conduct the meeting “from a position of strength,” and “for as long as President Putin deems necessary.” Two months after the initial 90-minute call between the U.S. and Russian leaders on February 12, it’s evident that the Kremlin is deliberately sabotaging the ceasefire process — dressing it up with hollow diplomatic language and empty gestures[6].
